FAST truck required for P/W/H?

We know any all-hands job has to have a FAST truck, with or without the special units, HOWEVER:

If a fire is being handled with 2+2 and the control of the fire is at P/W/H, is a FAST truck required, or can they 10-2 at the discretion of the incident commander? This has been a topic of discussion with friends of mine and some members of FDNY.

It depends on the type of fire, but for the most part it is at the discretion of the IC.

An all-hands was transmitted for a 3 and 2.  Battalion 6, the IC, released all additional units including L24, the FAST truck.

The fast truck is often placed in service by the IC.  On 5/26, there was an all hands at Brooklyn box 2521.  The IC placed the squad, rescue, and fast truck in service at the time of the all hands.
