Burglar bars trap family during deadly Houston house fire

The fire department said a woman and a 4-year-old child were rescued from the home. A total of five family members were taken to a hospital.

This is a fairly nice neighborhood. not a third world country. Obviously no smoke/CO detectors. Why would they need burglar bars, much less bars on the second floor? Home break-ins are usually burglaries or home invasions for money, drugs, or revenge. Folks doing those things usually aren't bringing a ladder with them. Plus, they're hard to hide in the getaway car.

Anybody seen second floor burglar bars; particularly single family dwellings?
