FDNY Apparatus Wheels

I've seen pictures in FAJ publications and other books that show some FDNY rigs with 10-hole polished aluminum wheels, while other rigs are equipped with cast steel disc wheels.
When and why did FDNY move away from aluminum wheels?
I've seen at bus-related websites that MTA moved away from aluminum wheels because they had poorer brake lining wear as compared to steel wheels.

The FDNY fleet has been dominated by painted steel wheels.  A few vehicles have been ordered with polished aluminum for aesthetic purposes and some were donated post 9/11.  Steel wheels are cheaper and more easily replaced. 

Personally, I think the painted wheels look better.
