FDNY Engine Modification/ Conversion ???

  Good day from New Orleans!  Can anyone tell me what the purpose of the modification is this Seagrave apparatus?  The pump is assigned to the Bureau of Training and marked "P.S.S. 1" on the front bumper. I noted that the monitor has been removed and there is iron or galvanized pipe in the area over the pump panel.  It appears to at least be a semi-permanent modification (the rack over the hosebed and stairwell over discharges) so I assume it is for one dedicated purpose.  Is this to train recruits on how  to load hose or to aide in the application of foam (stairs making it easier to carry foam buckets up to top)?  Any FDNY knowledge is aprreciated; if I can ever help with New Orleans questions just look me up.

It's the "Personal Safety System" training unit.  It's a mobile training vehicle for practicing bailing out using the personal safety rope system.
