QUESTION 1:  Scruples?  Morals?  What are those?

QUESTION 2:  "...a years-long scheme..."    Where were the auditors?

QUESTION 3:  "...lead to changes in the way the industry is regulated."  What a good idea!

QUESTION 4:  "The city's Business Integrity Commission and Department of Investigation pledge to come up with better regulation to stem systemic corruption in the oil heating industry."  Which any corrupt individual will figure out how to circumvent in five minutes.
