I didn't think it was either of those cases. I thought that the high pressure engines were located where they would be assigned on the initial alarm for areas where they would most likely be used in high pressure operations (Midtown and Downtown Manhattan mostly). I guess they could special call a high pressure engine if one were needed in the Bronx for example but I'm not entirely sure.
