INCIDENT PROGRESS REPORTS

Does anyone know when the practice of required Progress Reports from incident scenes began?  Were they a corrective measure as the result of something that went wrong or are they just a natural progression to keep Dispatchers, the command structure and all operational units advised of incident status?

I don't believe it was the result of some bad thing happening, in as much as it's a notification system for the staff chiefs. The IC is required to give a preliminary report 5 minutes after their arrival, then every ten minutes for the first hour. It goes to every fifteen minutes after the first hour. Progress reports are no longer required upon arrival of the COD.
