From the Regulations for the Uniformed Force

21.5 Matrons Fund

21.5.1 Company Commanders shall be in charge of the linen supply of all units under their jurisdiction, and shall be responsible for all laundry arrangements, assignment and distribution of linen supply.
Laundry Allowance Schedules in the possession of each unit indicate the allotted sums to be set aside semi-monthly from house assessments, for the purpose of providing adequate laundry supply.
The salary of all matrons shall be $75.00 per month (paid semi-monthly). Company commanders shall see that such amount is paid to each regular matron assigned to their units. The balance of house assessments collected (minus laundry allowance) shall be forwarded to battalion office.
Battalion Commanders shall pay from the surplus money thus received the salaries of relief matrons, and forward any surplus to the division office. Should the battalion commander have insufficient funds to comply with the above, the division commander shall make up the deficit from other surplus collections within the division.
Division Commanders shall forward all remaining surplus money to the Chief of Department. Checks shall be made payable to "New York Fire Department Matron Fund."

Where there is a deficit, the division commander shall have all matrons paid promptly, and make application by telephone to the Office of the Chief of Department for sufficient funds to cover the deficit.
Division Commanders shall forward consolidated reports not later than the 5th and 20th of each month showing by ranks the total amount collected in house assessments, the total amount expended for salaries and laundry, and the total surplus or deficit.
Surplus money received at the Office of the Chief of Department will be allocated to divisions reporting a shortage. Funds in excess of all requirements will be held at the Office of the Chief of Department until the pay-day for the first half of December each year, when the total accrual will be equally divided among all matrons in service at that time.
