Mayor bans employees/volunteer firefighters from responding from work

Seems that the mayor of a small village in upstate New York has banned his employees who are also volunteer firefighters from responding to calls while they are working for the village.  As the article mentions it seems like he's kind of shooting himself in the foot because if enough volunteers don't respond he eventually will have to hire paid firefighters at a much larger expense!
