Earlier today, a third alarm was transmitted in Brooklyn at the same time as a second alarm was occurring in Manhattan. This leads me to ask about any redundancy protocols that are in place for city-wide type units when multiple multiple alarm incidents occur at once. I've done a bit of research on this before which is reflected below, but I am curious if others can add to this:
For the citywide tour commander, I understand there is a backup protocol whereby a senior deputy can be assigned to Car 421 or Car 422 to provide citywide tour commander coverage. Further, during the daytime on week days there is lots of depth in staff chiefs between the borough commands and HQ.
Are there any backup type protocols in place for the other singular citywide units, such as Field Comm and Command Tac? Would FC2 or CTU2 ever be activated if there were two simultaneous multiple alarms, or would they simply pick an incident and have the other IC simply do without the resource?
For the Safety Battalion, I understand a regular BC gets designated safety on the second alarm, plus there is an additional safety chief on the third alarm, so this appears to be covered.
For the HAZMAT Battalion, in the event of multiple incidents, I believe dispatch has a list of HAZMAT trained Chiefs that can be assigned in place of the HAZBAT when needed as I've heard this happen before. I assume there is something similar for the Rescue Battalion, but I am not sure.
With that said, my understanding for RB/SB is if there are two multiple alarm fires at once, they simply aren't replaced on the second incident.
