It seems like an awful lot of equipment is being purchased as a result of the experiences during hurricane Sandy.  That was a very rare occurrence and it seems like much of the specialized equipment will either be long gone before such a storm happens again or prove inadequate to produce much of a difference during another event.  It certainly seems like the money being spent could have been better spent on equipment that would have had a lot more flexibility to help in other situations.

It's likely that the men who fought the fires and performed the rescues were integral in recommending what equipment would be helpful for future weather related disasters. Sandy certainly was a worse case scenario, but the F.D.N.Y. has had to contend with a growing number of flooding incidents requiring extensive de-watering as well as water rescue services.

If Meteorologists are correct then storms like Sandy will be occurring more often rather
than less. While Sandy was an extremely powerful and dramatic event, storms less-powerful yet still very troublesome are likely to arrive in the NYC-Metro Area.
I think it's rather bold to presume that the new equipment 'will prove inadequate', I think it's
Too Soon to say. Still, it is probably fair to say that some of the money could have been spent
on Units already operating in The Field, but we know these Special [one-time] Homeland
Security Grants were probably pretty specific for purchase of specific type of Equipment.

How did they get these rigs so fast if they were ordered as a result of Sandy? It usually takes at least a year to even order anything.

I (personally) believe that some of this equipment bought "because" of Sandy will have some other uses. Sandy was a "major" storm, but there have been many in between where flooding, fallen trees etc. occurred and some of this stuff would be beneficial for those times as well. Where I am in Yonkers, we have been pounded unmercifully the past few years by every big storm or microburst to come around. Sandy just happened to be the catalyst for procuring the equipment

They did mention the high axle vehicles would be useful during snowstorms as well, and a theory i have...granted its just s theory...is, a lot of the shoreline of Staten Island thats currently either being bought out or will be bought out is scheduled to become wetland or wildland, this could be susceptible to more brushfires, which these vehicles would be used for...they could also be a testing platform for future design BFU's since we lost a few of those.
