You would think with all the money problems New York is having the designs of new facilities would be very austere.  Just the architectural fees to design this would probably have built a very simple house.  Why municipalities think we have to design award winning palaces instead of functional buildings is beyond me.  I'm sure they would save billions in taxpayers' dollars nationally if this was done.
