Tax Cap fallout- New Rochelle has lowered minimum staffing to 24 firefighters. When manpower gets to this point on a per shift basis, the department will close Ladder 12. Six members are to be laid off:

Firefighter's jobs were 'saved.' Announced today:

"Officials said they had overestimated the amount of money they would need to devote to paying health insurance based on initial state estimates that later were lowered."

Oops. Just played with guy's lives, that's all. Small mistake.
