I believe that the Town of Portland (pop 9,500), an all volunteer fire dept., has an automatic mutual aid agreement with the City of Middletown Fire Dept.(47,000).
As I understand it, Portland pays a set yearly contract fee to Middletown, which in turn sends career firefighters to any reported building fire or smoke in the building incident on a 24 hour basis.
