Not really sure what the expectation of "FDNY involvement" might be ?.........it is a shame that due to a Lifeguard shortage that one of the results is that "Learn To Swim" programs are being cut back , teaching non swimmers is an important step in addressing drownings ........ what is disturbing is the reference to "lowering standards" for NYC Lifeguards.....this may work (on a wing & a Prayer ) in a Pool with a shoulder to shoulder crowd but how about the same Lifeguard being expected to battle the constant Rip Tide around Beach 9th St in Far Rockaway to Rescue a victim ? (just one example)... ........ the article...

The mayor wants less qualified lifeguards to teach swimming classes. Where does that make any sense? Maybe there should be more test prep-courses and training for potential lifeguards so the passing rate will be much higher. Lowering standards never works - anywhere.

And maybe our political leaders will figure out how to motivate young people to work again after years of free pay and handouts.

Lifeguards in Los Angeles
County are now part of LACoFD. I believe there’s similar programs in other CA locations.

LACFD

With nearly 800 team members in the Department’s Lifeguard Division, lifeguards are responsible for protecting 72 miles of coastline, including 31 miles of sandy beaches and Catalina Island.

Los Angeles County Lifeguards is a division of the Los Angeles County Fire Department. The lifeguard operations safeguard 31 miles (50 km) of beach and 72 miles (116 km) of coastline, from San Pedro in the south, to Malibu in the north. The Los Angeles County Lifeguard Service served as the model for the hit television series Baywatch which was created by recurrent lifeguard Gregory J. Bonann.

Lifeguards also provide marine firefighting, paramedic, and fire boat services to Catalina Island, with operations out of Avalon and the Isthmus. Other daily fire boat services operate out of Los Angeles Harbor (Baywatch Cabrillo), King Harbor (Baywatch Redondo), Marina Del Rey (Baywatch Del Rey and Baywatch Santa Monica) and Malibu Pier (Baywatch Malibu).

The Los Angeles County Fire Department Lifeguard Division is the largest professional lifeguard service in the world. Entering the year 2018, the Los Angeles County Lifeguard Service employs 177 year-round lifeguards (chiefs, captains and ocean lifeguard specialists) and over 650 seasonal lifeguards (recurrents). Operating out of four Sectional Headquarters, located in Hermosa, Santa Monica, Marina Del Rey and Zuma beach. Each of these headquarters staffs a 24-hour response unit, and are part of the 911 system.

In addition to providing marine firefighting, LA County Lifeguards have specialized training for fire boat operations.

Prior to July 1, 1994, Los Angeles County Lifeguards were part of the Department of Beaches and Harbors.

This is definitely a worthwhile read for anyone interested in the city and in life safety. I could not stop reading.
I remember when this article came out.. I was working for a plumbing company in the Rockaways at that time and one of the guys I was working with was a lifeguard in Rockaway during this time and knew all the characters involved. He was reading the article out loud to me, relating it to his own experiences... we were laughing out loud at some parts because of the ridiculousness and absurdity of some of the stories and left jaw dropped at more serious parts. I couldn't believe some of this stuff - it's out of a TV show script. He was not aware of the full extent of some of the stories, however, based on his own experiences, was certainly not surprised.
