Rescue, Safety & Haz-Mat Battalions Question?

Are there more that one person assigned to each of these battalions. Like say on each tour, or how does that work.

To the best of my knowledge, all three of these Battalions have full time staffing of a specially trained Battalion Chief and a specially trained Battalion Firefighter at all times.
