Guess they are still moving ahead with the RFID chips in the bunker gear. Don't know what this money is for, but least I heard they wanted the riding list to be generated with the RFID.

The boss then has a screen to move the member on the rig to the correct position.

Ten or more years ago when RFID was the "in" technology I explored it's capabilities as a possible locator of all firefighters on the fire ground. I spoke with several, I guess scientists (for the lack of a better word) at a national think tank that dealt with furthering RFID technology into the mainstream. While they thought my idea was interesting they all said that RFID because of it's limited range would not work in this application. So since RFID has close proximal range why is the government going to spend two million to explore it? Think of the anit-shoplifting devices at the exit of a store. The RFID tag is in the merchandise package. The device doesn't alert when the package is in the rear of the store.

Chip goes in the coat.  When you get on the rig it tracks the members on the.vehicle. 
Its currently only for a riding list. .
