The major difference is that any chief can be assigned as a safety officer for an incident, but the Safety Battlion is a chief with additional training in safety, accident investigation, etc.
The Safety Battalion is a specially trained battalion chief that handles safety at incidents (checking CO readings, performing size-ups from a safety perspective, ladder placement, etc) but does not get involved in the actual operations. They handle major accidents involving apparatus. They're trained by NYPD for it as well as HazMat training to act as a decon officer.
The Safety Officer can be any battalion chief, but not an acting battalion chief (ABC), because they all receive training to be a safety officer. I believe they are the first chief on the second alarm. They usually arrive before the Safety Battalion and perform the safety role until the Safety Battalion arrives. After that point they may be assigned another role.
