The flat bottoms are meant to be used in flooded areas, there's no way one of the safe boats is gonna make it down a flooded street, they have 500gpm pumps with some sort of deck gun mounted as well as a 13/4 wye to stretch two lines off, there hoping that these boats can get to the areas that they couldn't reach with sandy where the houses burned. I guess it is kind of like mounting a portable pump to a flat bottom boat .

A portable pump was standard equipment in the Zodiac boats back in the start of the FDNY Scuba Unit in  R*2 back in the early '80s....it had a flotation collar to allow FFs to float it for under pier op's......also the "trash pump" aka "de watering pump" came into play w/a length of 1 3/4 w/washdown tip in place to hit Fires in unaccesible places like boatyard's & brush area's remote from hydrant's.
