I saw a similar situation first-hand a few years ago in Cincinnati. I was a half block away at the Government Square transit station when someone came running up to two police officers who were there and alerted them to someone who was pinned underneath a city bus. Cincinnati FD sent an entrapment compliment (2 Engines, Ladder, Heavy Rescue, Medic, District Chief, Safety Officer, ALS Supervisor) plus the city's other Heavy Rescue company. I believe the victim suffered a leg injury.
