Develop a Five-Year Strategic Plan for the Department?s Bureau of Communications

This will entail a re-evaluation of Communications? current structure, functions,
resources, training, knowledge, expertise and personnel. The main objective is to align
Communications? operations and procedures with City policy and procedural changes, standardize and
consolidate dispatch functions, identify new tasks, enhance training and skill sets and modernize
dispatch operations.

In other words, within 5 years fire dispatching as you have known it will be gone. Good luck and my the Red Devil have mercy on your souls.

How will dispatching be done?

Each fire will be issued a prepaid cell phone and will be required to report to the 911 center when and where it gets its 3 elements [fuel, oxygen, ignition  source] properly aligned.  This is a Bloomberg-designed idea  to save money and time, and will undoubtedly work beautifully as an adjunct to the UCT system.  :

It is strongly believed that the call taking and dispatch function of each agency will be removed from said agency and placed under the command of the new, but little known, Office of Citywide Emergency Communications.
