just curious, what brand of uniform pants/shorts are issued to firefighters? are they exclusively made for the Fire Department by a manufacturer?

Historically, one way a chief/commissioner could put an imprimatur on his tenure (particularly in a small department) would be to mandate a change of uniform. Of course, this could be helped along by a brother-in-law in the rag trade or a vendor sponsored hunting trip.
One of my favorite "characters" in the world was the late Dick Hannon of Rescue 3. I'm told he refused to wear "bugs" on the sleeve of his Class A outfit back in the day. His work uniform could be a dark blue buttoned shirt, navy style dungarees, white socks, and white tennis shoes.
It had to be back in the 60's or 70';, FDNY rolled out a new work uniform. As soon as they got them out in the field, they had to take them back. The story, if true, as I heard it, was that Hannon dropped a dime to the UFA noting that the clothes didn't have "UNION MADE" tags on them.

What bugs were worn on the dress uniform sleeve?
According to section 39.1.8 of the old Regulations for the Uniform Force: Merit insignia shall be worn on the overcoat when overcoat is worn and on the serge coat at other times, as follows: They will be placed on the center of the sleeves with the top of each insignia pointing toward the shoulder; the bottom to be a quarter of an inch above the top stripe of braid on officers' coats, and four inches from the bottom of sleeves for all other members. When more than one insignia is worn, the highest award shall be to the front, with a quarter of an inch between each insignia.

Bugs represented individual Meritrious Acts by FDNY Members prior to the establishment of the current Ribbons on the Class A Dress Uniform....Ribbons were brought into the FDNY around 1975 ......also there was no representation for a Unit Citation on FDNY Uniforms prior to the Ribbons being introduced.

Chief Smokey Joe Martin, left, in dress uniform with "bugs" on sleeves. Chief Martin, an FDNY hero and legend, was highly decorated for bravery during his illustrious career.
