In case anyone hasnt heard there is now a FCC waiver for the VHF dispatch freqs

for the life of me i would never understand what this means for the person that listens on the scanner.

It means your old-style scanner i.e. one that doesn't tune to 6.25 Kc spaced channels, has an extended useful life.

So is it correct that for now scanners such as a BC 560XLT as well as  crystal controlled  scanners will continue to receive FDNY until December 31 2014 ?

Yes, unless the Department completes the change to narrow banding sooner and shuts off the current VHF channels before the end of the waiver period.
