That's the Richmond (now S.I.) Central Office at 65 Slosson Avenue. The fellow furthest right is the voice alarm dispatcher, to his left is the status board, at the rear is someone making a (most likely) personal call from one of the alarm receipt stations, and opposite him is some poor soul stuck answering the telephone switchboard.

Sorry I cannot put names on those faces.  They may be either before...or after...my time.

On second thought, the telephone operator looks like Helen Gilmour.

I remember those leather chairs. They don't make 'em like that anymore.

The only feature I recognize is the voice alarm panel.

I've asked for some help from a few people in Tier 1. I may have more info soon.

See that countertop with the telephone & book?    That's where you would sack out with a pillow and blanket if it was your turn to have "the watch" that night.  (Everyone else would be scattered around on folding beds & cots.)  Except the guy who had "the flyer".  Don't ask. 

Through the early 70's there were many days without a single alarm on Staten Island in a 24 hour period.
