That is exactly how it was, 68jk. In 1978 the city changed much of the welfare laws, including those resident relocation provisions. The next year the number of instances of fire in the city Dropped miraculously. You think they might have been related? Cause and effect?
A case in point... in 1978, battalion 27 was moved from engine 82 to E79. There was nothing left to burn in 82's area but Bedford Park was considered the next neighborhood to go. Never happened.... suddenly the arson stopped.
As Casey Stengel used to say, " you could look it up".

When I was working for the USPS in the late 70's we saw that trend as "Change of Address" cards were coming in from zipcodes 104:51(GPO/Melrose), 52(Highbridge), 53(Morris Hts.), 54(Mott Haven), 55(Hub & Longwood), 56(Morrisania), 57(Tremont), 59/74(Boulevard & Hunts Pt.) & 60(West Farms) that showed a migration to104: 58(Fordham), 62(Parkchester, Pelham Pkwy So. & Van Nest), 66(Wakefield & Edenwald), 67(Williamsbridge & Norwood), 68(Jerome), 69(Baychester) & 75(Coop City). Zipcodes: 72(Soundview), & 73(Cornell, Clason Pt.) were also changing a bit.  Zips 104: 61(West. Sq. & Morris Pk.), 63(Kingsbridge & Marble Hill), 64(City Is.), 65(Throgs Neck), 70(Woodlawn) & 71(Riverdale) were still pretty quiet then.
