To start with the use of a chokehold is strictly forbidden by NYPD and every other Police Department that I know of. They also quite obviously used excessive physical force, especially once the target was incapacitated. They also never told him, at least on the video, that he was under arrest and what the charges were! Actually, if you had bothered reading the story it actually stated that using a chokehold was against NYPD procedures and that the officer who had used it was on indefinite suspension.
