Flooding and truck clearance

I remember or don’t remember the directive that came out after Superstorm Sandy concerning driving through flooded streets. In the video L136 drives through a deep flooded street at 1:00 mark. Does anyone remember the the rules that were given about flooded street clearances for rigs?
 
I'm not sure about that tactic of having a ladder truck drive through deep standing water. The ladder truck has about 20" of clearance. However the FDNY does have 6 high axel trucks available for such emergencies.
 
Several years ago in Chicago an apparatus drove through a viaduct with standing water. It was a new rig with a low air intake for the engine. You can imagine the rest.
