Think this resembles an NYPD placard (possibly official) that was used about the early 1970s which was a dark color: blue or green. Some people (buffs?) may have copied the design for FDNY placards as shown, probably unofficial. They may have been paper/cardboard and not metal as in a license plate.
FDNY cars back then did use official license plate size red metal tags which had the car number in white numerals, and a small maltese in white about 3-4" beside the number. Some Staff Chief cars back then had stars indicating the rank rather than a number.
