Department reductions are always described by city administrators using words like "reshaping", "restructuring", "reengineering", "cost-savings", "improve efficiencies".  The media typically provides a one-sided story fed to them by administrators.  The risks and negative effects are not identified. 

There were good reasons to operate with 4 battalions - both operational and administrative.

  Very good point. Those words allow the public to think that they are getting something BETTER, when actually, it is the public that is loosing.

  Terms like buying a "Pre owned car", makes it sound like a better deal than buying a "Used car".

  The term "New Luxuary Apartments" are used to describe an apartment in the ghetto that has had its walls painted.

  Behind those fancy terms are sad realities that could cost somebody their life.
