It used to be tough, I remember I had to go to City hall and pay a parking ticket before my appointment.
The funny part was since my father and share the same first name and the car was registered in his name, he never payed the ticket since I actually got the ticket. It was two years old I gladly paid the penalty to get on the job.
In the mid '60s the NYPD even had a quick Dental exam in the recruit Medical Exam....if you had visible cavities you were put on a hold until you had them attended to ....they didnt want to give time off for tooth problems after you got on.
