To your point on the fact ARC was established before drones, I wonder if at some point they look at changing the ARC response policy. They could either move it up the alarm card from the 3rd to the 4th or 5th or perhaps make it special call only. It seems they're rarely used now with the drones...
Agree with this from the perspective of "if you have it and you may need it, send it" ... but additionally, if you look at all the bases that need to be covered at a major fire (whether from the perspective of ICS or other similar command methods), there actually aren't that many superfluous...
I think it's a seniority thing - they assign 421 and 422 (when needed) to deputies who have time in rank. Now, you may argue that doesn't matter, but I think that's the logic.
Furthermore, if you don't like the concept of 421 you probably don't like the concept of the citywide tour commander...
