I was wondering the same thing. Are we sure 3&2 responded? If perhaps there was only 2&2 on scene, it could be all units but not all hands, right?

All Hands means all hands on scene worked so if there's 3X2 or 4X3 if everybody worked its All Hands.

3&2 was on scene with Squad as HMT. Technically this should have been a AH UC. Not sure why he didn’t do it. If you keep the 3rd engine on scene and still don’t use them you can go AHUC. If you are using 2&2 that that’s all your using can’t go AHUC ad less the 3rd engine is on scene. 2 Engines operating on the car fires and then they had the building down the street also so this for sure should have been a AH UC.

The 18 probably just meant 'All Hands' when he said all units, considering it sounds like no one has ever heard of that term before
