It used to be that a 10-77 was not mandated in a high rise MD, correct?
This is a perfect example that throws out any discretion by a company or chief officer.

I dont believe they are mandated? Been a couple 10-75s where the Dispatcher asked if they wanted the 7-7 or just the 10-75

I think that's right. The way I understand it is that the signals are a request for resources, nothing more, nothing less
