I would surmise the EMS Operations document is poorly worded. Your observation is correct. 10-75 does not equal All Hands. MY interpretation the document is that the listed resources are assigned on the transmission of the 10-75 or earlier based on the quality of information and quantity of calls Fire Alarm dispatchers are receiving specific to the incident. Using "All Hands" is specific to fire operations and is a description of the firefighting resources being used at the incident. In my opinion the confusion exists for one of two reasons. First being the author and proof reader of the document are not detail oriented and or not knowledgeable of the subject. Second being the FDNY maintains two separate lists of radio 10 codes. One Fire & one EMS. Having two sets of 10 codes leads to confusion. Trying to merge the two where possible would be an improvement and an interesting task.(10-75 All Hands Fire).
