You are correct. It is a fairly uncommon feature in NYC, but in this area (the lower east side) there are quite a few of them.

Ludlow street is maybe a half mile long in its entirety and the assignment changes from cross street to cross street. At Houston Its 28/11 and 33/9, then two or three blocks down its 9/6 and 15/18.

Work is picking up in the once gentrified LES and Williamsburg areas. Many of the newcomers are leaving.
