This is just me, but I doubt an extra 1000 people would have made a difference. If you added a small army, they may have had a fighting chance at the first sign of the fire.
We do that here in FL in most locations. It's a blue reflector in the center of the lane closest to the hydrant, in line with it. Only problem in NY would be plows. They'd continuously be popping them off the street since they are only held down by tar.
