Any idea why there were two deputies on scene?

Car 11B (Chief of Hazmat Operations) is a Deputy Chief, 12B is also a Deputy Chief? Might be a BC
11B is not one of the two in the video, but maybe 12B. I always thought the 12A/B/C cars were BCs but I could be wrong.

Now that I think of it, isnt a extra deputy chief usually assigned to Field Comm if they arnt being used to cover another Division? Might be him
