So it is Engine 9 with Satellite 1
Engine 24 is the back up Engine to transport Satellite 1 if Engine 9 is tied up. Which in this case E9 was in fact tied up somewhere so Engine 24 in fact did transport Satellite 1 to this fire

Exp 4 and 4A had Exodus Transitional Community as well. Were the buildings interconnected?
