B8: using 1 Engine & 1 Truck investigating smoke condition in elevator machine room on roof

B8: using 3 Engines & 2 Trucks for smoke condition in mechanical room on roof

MD: are you using All Hands?

MD: you gave All Hands, what's the control of the fire?

Well If he was using all hands he should have got the full 5 engines and 4 trucks then

No, 3&2 Is All Hands. Sometimes, like in this case battalion will say using 3&2.. and dispatcher will confirm what they are using and based on that transmit the All Hands.
