Maybe either chief had gone in to check conditions quickly and got stuck doing stuffDespite the 28 battalion being the IC, it appears from my video that the 28 BC was operating as the fire sector in exposure 4 while the 37 was in the original fire building.
I have never seen the IC / first due battalion chief leave the command post and go do firefighting unless they were an ABC. And in that instance the 2nd chief (non ABC) takes over IC duties.
Wonder what the deal was or if the division decided that they needed a chief in there right away? The rapidly extending fire would lead me to believe that these were extraordinary circumstances.

Is it the same physical person ? Or could 1 of the chiefs be on ot or time trade and didn't cover their shield.
