Lower NY Bay off Hoffman Island

Fisher got tangled in fishing line and fell off boat, leg hit propeller

Marine 9 applying a tourniquet with a mostly amputated leg. Requesting EMS to M-9 quarters.

Honestly surprised this went to SIUH Ocean Breeze and not to RUMC... thought RUMC is closest level 1 to M9 quarters
