Just curious, did the citywide tour commander not respond because of Relief Only for the 3rd? Maybe he didn’t go 10-84? Unusual not to see the staff chief not on a 3rd.

I don't know about this call specifically but it seems to be the case that when a greater alarm is transmitted for relief purposes the chief associated with that alarm level doesn't necessarily respond. Believe this happened recently where a 4th was given for relief purposes and Car 4 didn't respond. I can see the logic as the difference with a call for relief purposes is that the incident is no longer expanding.
 
The opposite occurred on the 09 /28/23 at a Second alarm in Bronx. Car 4 Chief of Operations attended. Asking why he attended, a reply was received " He was on his way into Work "

Yes - I believe the department policies are clear that senior chiefs can respond at their discretion to lower alarms on which they are not necessarily assigned
 
I was a new Firefighter assigned to Engine 27 and we responded on the box for a Pier fire on Manhattan's Lower West Side. Enroute a 2nd alarm was transmitted for a very large well involved wooden Pier. When we arrived 1st due the only other unit on the scene was a Staff Chiefs car. The Assistant Chief of Department and later FDNY Fire Commissioner Gus Beekman, saw smoke as he was heading South on the Old West Side Elevated Highway and investigated. Chief Beekman, arrived and told the FDNY Manhattan dispatcher to transmit the Box, followed in under 5 minutes with "transmit a 2nd alarm." The fire went eventually escalated to a 5th alarm and also required 3 fireboats to control. The fire burned at some level for almost a week. Senior Chief's are very much firefighters and live and on 9/11/01 died like true firefighters. Captain Bob Rainey FDNY Engine 26 retired.

Both 318/166 relocated on this night because of separate fires, about 3 hours apart. 166 at least sent into the job on their turn.

245 and the 43 also relocated. A lot of moving around in coney that night.
