Just moments before this fire, a 2nd Alarm had been transmitted for a Buckeye Pipeline drill at 71 Street and 25 Avenue. While en route to the drill, TL-138 saw smoke from the distance (combined with reports of people trapped) and took in the fire as a 3rd Truck. Once Battalion 46 transmitted the 10-75, the drill quickly concluded and units became available.
