Because EMS does not have SCBA's and their version of bunker gear isn't rated for much fire protection so they (EMS) usually stay in the lobby. And with a fire on the upper floors it puts a patient out of medical care for a good time frame. And should a brother go down the needed medical equipment isn't down in the lobby of the building, it's close by where it could make a difference.

Ems bunker gear is like the gear you will find at a volunteer comp. that rarley gets a call every day

I'm not quite sure what you're talking about here.  Any fire department who has certified interior firefighters is required to provide them with the same level of turnout gear whether they are paid or volunteer.  Yes, some volunteer (as well as payed) have light duty gear for wildfire duty but they all use the same level of protection for structural firefighting.

The FDNY EMS gear is rated to USAR standards.
It's not for Firefighting.

The FDNY Rescue Medics will go into areas with SCBA when needed as long as there is no fire involved.
