My theory of a 1st alarm or 1st due unit being absent from a major job is once again evident. I just heard that normally 1st due TL163 was relocated to TL142 before this job came in. 
The relieving thing does not mean they were operating; it's a transmission specifically heard only for the Buckeye Pipeline, where companies are assigned to specific valves to shut them down. As I understand it (someone correct me if I'm wrong) L116 is relieving TL163 of shutdown duties since 163 is not available.

While this job was active there was a radio transmission directing TL163 acting 142 to respond to a structure fire at box 2109 which is in the Ozone Park area of Queens, go figure... :Roofman4 said:
