OK - WoW thanks for such a comprehensive reply, so just a "few" additional units are assigned on a 10-60.

Why is it called a Collapse Matrex rather then a Collapse Response.  Actually, I remember dispatchers used to tell chiefs that they were getting a full collapse response do to calls.
