The FDNY considers the basement the first floor. A cellar is not.
Therefore it's either the cellar and the first floor or the basement and the second floor.
You may have heard it on the radio that way because some battalion and division aides aren't aware and even some Battalion and Deputy Chiefs sometimes don't get it right.
 
Call me stupid, but what's the difference between a cellar and a basement?
 
I was never a student but I always thought that if less than half the height of the floor was under the ground line it was called a basement but if greater than one half the height of the story was under the ground level, it is called a cellar. We have quite a few students on the site so I'm sure you will get the correct answer shortly.

Correct, also if a cellar has windows they will be too small for an adult to fit thru.
A storm cellar but not a storm basement as an ole time chief told me.
