No 10-66 was transmitted ....I would think because he did not fit the criteria & the fact that 2 minutes (according to the times) after the Mayday was reported to BX it was then reported that he was in the process of being removed .....if an actual 10-66 was transmitted the FAST group would have been much larger.
 
I might be wrong, but if the 10-66 is transmitted, doesn't it automatically go to the next highest alarm?
 
Yes The next higher full alarm assignment, and response of all of its associated resources
