Indeed, but there rare. Only a few neighborhoods in Bklyn and Queens have them.
If they have been charged out, 269 and 37 from my understanding are pull boxes also. They are within arms reach of the supervising controller.

269 and 37 are probably still Pull Boxes, doesn't make sense for them to be ERS Boxes unless it routes to PAPD instead of NYPD.

Makes sense. They could also disconnect PDs side or use both buttons to go Queens dispatch so there's no mistake.
 
Pull Boxes are very much in need & important ....the old "everybody has a cell phone" thing is BS .....so many instances of cell failure for a variety of reasons have occurred in the past....they have proven unreliable during emergencies when needed most .
The only real question with the pull boxes are, do majority of them even work? I said it once and I'll say it again, the Courts got involved when the boxes we're going to get taken down. The Courts need to get involved again, this time to make sure the Department actually FIXES the damn things, and I don't mean just painting the things. If there is another city blackout, like the ones in '65, '77 and '03, or cell phone failures. Will the 8 Million People who live in the Boroughs be able to call upon the Fire and Police Departments when they need help the most.

Which I've sadly seen people do at hit and runs. 1 Person checking on the person who was hit, 30 others recording and not calling it in.

Plant Ops (at least I think there still called that) is supposed to repair them.
