Could be a UCT screw up. But the city will deflect it saying it had nothing to do with the deaths of these poor people.
 
Hearing that intial box was for 433 Beach about 4 or 5 long city blocks away from actual address of 733 Beach, so first alarm normal units were sent to wrong address and second box was transmitted that was correct address with normally 4th due E-45 first due and second alarm engines 2nd and 3rd due.
BARB for 2688 is 1st Alarm E-96,64,94,45  L-54,47 Bn3 
                        2nd Alarm E-90,82,89,73 L-48,58 Bn18
                        3rd Alarm E-97,88,46,50 L-41
so due to whatever caused UCT to send wrong address you can see how much difference it made in assignment and that area is spread out as is so a long ride for the units that ended up at correct location.
 
Initially Box 2624, 471 Beach, BN-3 not available BN-18 responding.

BN-3 became available & replaced BN-18

Box 2688 transmitted, 733 Beach Ave, BN-18 assigned

L-54, 471 Beach is a bad address

BN-18, 733 Beach 10-75/All Hands

BN-3 also gave a 10-75 for 733 Beach ( they did not make it to Box 2624)
